Myanmar expands civil jurisdiction and monetary limits for courts

Myanmar’s Supreme Court has recently issued Notification No. 296/2025 (“Notification”), which came into effect on 25 April 2025. The Notification expands the civil jurisdiction and administrative powers of lower courts.?
The Notification increases the monetary thresholds for adjudicating civil suits across various courts. Previously, District Judges and Associate District Judges had jurisdiction over original civil suits of up to MMK3 billion, while Deputy District Judges were limited to matters not exceeding MMK1.5 billion.?
The authority to decide original civil suits and exercise judicial power as a District Civil Court has been extended to include Self-Administered Division Courts, Self-Administered Zone Courts, and all other District Courts.?
The Notification also revises the framework for handling appeals. Previously, District Judges had the authority to hear appeals originating from Township Courts, while Associate District Judges were permitted to handle appeals delegated by District Judges. The latest notification retains this core hierarchy but introduces two key changes: it formally incorporates Judges of Self-Administered Divisions and Self-Administered Zones into the appeals process, and it broadens the scope of authority for Associate District Judges and Deputy Judges, allowing them to hear civil appeals and revision cases assigned by their superiors. Also extended to Judges of Self-Administered Divisions and Zones is the ability to extend their functions temporarily to another judge within the same court and to transfer cases across courts. These powers had previously been limited to District Judges.
